Here is what they mean:

Noncompliant Immunization Block (c08) -

We do not yet have all of your required Immunizations on file, as specified by Illinois State Law Immunization Requirements. You may still register for your first semester of classes at Illinois State University. Your immunizations are due by July 1st (Summer Semester – First Time Student) or by October 7, 2016 (Fall Semester – First Time Student). A $50 late fee will apply for students who miss their immunization deadline and they will be BLOCKED from registering from any further classes, until their immunizations requirements are met.

Delinquent Immunization Block (c07) -

You have missed the deadline for turning in your immunizations and are currently in a delinquent status. With the C07 block, you will be unable to register for classes until you are compliant with the State of Illinois immunization requirements. In addition, if you registered for a second semester, before this block was placed, you risk being withdrawn from those second semester classes, unless you become compliant prior to the first day of class.
